The resort community of Silver
Star Mountain is located just east of the City of Vernon
1200 metres above the Okanagan Valley. Skiing and other
winter activities are the major focus of the community with
special summer entertainment programs and summer recreation
sports completing the year-round resort calendar. Currently,
there are approximately 500 dwellings and condominiums;
about 300 hotel rooms; and 8 restaurants/bars in the community
with ambitious plans for new developments as the popularity
of the resort continues to grow.

The community of Silver Star Mountain is unincorporated.
It is located within Electoral Area ‘C’ of the
Regional District of North Okanagan which is charged with
the delivery and administration of local government services.
The services currently provided at Silver Star Mountain
by the Regional District are as follows:
- Volunteer Fire Department
- Community Water System
- Community Planning
- Solid Waste Transfer Station
- Street Lights (limited area)
- Building and Fire Inspections
The Regional District has established two committees for Silver Star Mountain:

Inspection services is available from Regional District
departmental staff.
Some services are provided by other agencies
such as: Provincial Ministry of Transportation (roads and
culverts); BC Hydro; Telus (telephone); Shaw Cable TV; Star
Gas; and Silverhawk Utilities (sewer service). These agencies
are outside the realm of the Regional District.
STRATEGIC
PLANNING FOR SILVER STAR MOUNTAIN
The Regional District of North Okanagan in partnership
with the Provincial agency, Land and Water BC Inc., and
Silver Star Ski Resort Ltd. has embarked upon a major strategic
planning program for 2004. The components of this program
are outlined below.
Major Update of the Official Community
Plan
An Official Community Plan (OCP) sets a long term land
use plan and outlines strategic policies for planning and
community services. A new Official Community Plan (Bylaw
1925, 2004) was adopted by the Board of Directors of the RDNO on December
7, 2004. This new plan replaces and updates Bylaw No. 1332
that was adopted in 1996. This updated plan has been prepared
consistent with the provisions of Part 26, Division 2 of
the Local Government Act and contains objectives and policies
to guide current and future land use planning for Silver
Star. The plan also contains policies, application procedures
and guidelines for the issuance of development permits for
all properties at Silver Star prior to development. The
plan concludes with a number of strategies to guide the
future actions of the Regional District to implement the
objectives and policies of the plan.

Preparation of a new Zoning Bylaw for
Silver Star
A new Zoning Bylaw (Bylaw 1926, 2004) was adopted by the
Board of Directors of the RDNO on December 7, 2004. The Zoning Bylaw was
prepared coincidentally and following upon the preparation
of the Official Community Plan noted above. This bylaw establishes
zoning and development regulations consistent with Part
26 of the Local Government Act. This bylaw divides the community
into a number of zones (Residential, Commercial, Special
Use and Comprehensive Development zones) and establishes
permitted uses and site-specific regulations for parcels
within these zones. The bylaw also contains parking regulations,
regulations for signs as well as screening and landscaping

Preparation of a Strategic Water Utility
Plan
With plans for additional development at Silver Star Mountain,
a comprehensive review of the water utility is necessary;
firstly, to ensure that the capacity of the existing system
is sufficient to meet the community’s needs and to
identify any possible deficiencies; and secondly, to devise
a long term plan of new water works to meet anticipated
future demands. This initiative will include the preparation
of partnership agreements with Silver Star Ski Resort to
accommodate their development plans.
Public Review and Input to Strategic Planning
Four public meetings were held in early 2004 to gather input
on strategic land use planning for Silver Star and the minutes
of these meetings are available as follows:
GOVERNANCE
STUDY FOR SILVER STAR MOUNTAIN
The residents, commercial operators and property
owners at Silver Star Mountain have a long tradition of
community involvement. The Regional District has consistently
looked to the community for input and guidance on matters
that affect the community. The community is growing with
significant plans for future growth. The question is now
being asked as to what form of governance for local government
services should there be at Silver Star Mountain.
The Regional District has established
a Governance
Committee to consider this matter. It is composed of
the Regional District area Director, local property owners
plus a representative from Silver Star Ski Resort Ltd. Their
task is to guide a study on future governance options for
Silver Star Mountain. The Regional District is currently
waiting for confirmation of a funding grant from the Provincial
Government. Once this study is underway, additional information
