Effective immediately, all loads entering Regional Recycling and Disposal facilities must be properly secured so as to prevent materials from blowing or falling off the vehicle while in transit. Starting January 1, 2006, fees will double for non-secured loads entering regional landfills (minimum $10 per load). Only one warning per customer.
By enforcing this bylaw at RDNO disposal facilities the quantity of roadside litter will be reduced and safety concerns related to unsecured items on highways and roadways will be alleviated.
Each load will be assessed to determine if the refuse or recyclable material is properly and securely contained on and in the vehicles entering the sites. A Notice of Violation will be issued that can be appealed.
