The Solid Waste Function is one of
the services within the Community
& Infrastructure Services Department of the Regional
District of North Okanagan. The provision of this service
is authorized by the Local
Government Act and the Environmental
Management Act as well as the Regional District
of North Okanagan Solid Waste Management
Plan, several Regional Bylaws and letters patent.

These programs are managed by the Manager
of Solid Waste with the assistance of a Waste
Reduction Coordinator, and a Recycling and Disposal Facility Coordinator.

The Curbside
"Blue Bag" Recycling Program

This is an RDNO managed curbside recycling
service offered to approximately 23,000 homes in Vernon,
Coldstream, Armstrong, Area B, Area C, and part of Area
D every two weeks. More residents in all other areas of
the Region are serviced by drop-off centres at the Regional
Recycling & Disposal Facilities. This program
started in 1996 and has resulted in the recycling of approximately
3,300 tonnes per year of cardboard, newspaper, mixed paper,
and metal, and plastic being diverted from the
regional landfills. These recyclable materials are collected
at the curb [mingled together in one or more blue or clear
bags], sorted, bailed, and shipped to markets by the RDNO
contractor. Residents are responsible for purchasing their
own bags. All multi-family dwellings are serviced in this
program as well. The District recovers costs of this program
through the sale of the recyclable material and through
user fees. Electoral Area residents are billed once per
year in the summer for this service by the RDNO and municipal
residents are billed through the individual municipal
utility billing systems at varying frequencies. Please

Areas such as Spallumcheen, Enderby, and
the Okanagan Indian Band communities are serviced by this
program through their own private collection contractors.
Currently the material in these programs is sorted by
Venture Training in Vernon and shipped to the RDNO's contractor
for marketing.
Recycling
"Drop Sites" Program
This is an RDNO managed recycling material
drop-off program, which is offered to all residents and
users of the District's Recycling & Disposal Facilities
(RDFs). Containers for cardboard, newspaper, mixed paper,
and metal, glass, and plastic containers are provided
for RDNO residents and small businesses at the five Regional
RDFs. Material collected through this program is hauled
by the RDNO's contractor to the sorting facility, and
is sorted, bailed, and marketed by the same contractor
used for the RDNO's Blue Bag program. Costs for this program
are covered by sales of the recyclable material and landfill
tipping fees.
Recyclable "Glass" Program
This is an RDNO managed recyclable glass drop-off program, with support from local businesses. Starting in March 2004, glass was taken out of the Blue Bag Curbside Recycling Program and all plastics added. Residents and users of the curbside recycling program are instead asked to bring their glass jars and bottles to one of following convenient glass drop-off locations, during hours of operation, for proper recycling:
- Venture Training Centre
- Enderby & Armstrong Bottles Depots
- Interior Freight & Bottle Depot
- Chasers Bottle Depot
- Meier's Building Supplies
- Any Regional RDF
Venture Training picks up the glass, hand sorts it into four colours, and then delivers it to the Owen-Illinois Canada glass plant in Lavington , BC to be recycled into new glass containers.
Compact Fluorescent Bulb and Tube Collection Program
Fluorescent tubes and bulbs are now accepted at all Regional District of North Okanagan Recycling and Disposal Facilities. The tubes and bulbs will be collected in well marked designated bins at each site and will be stored for recycling. Please ensure all tubes and bulbs are safely transported and deposited in the designated bins. If possible, bring them in the original boxes to avoid breakage.

2010 Recycling Calendar
The 2010 Recycling Guide will be delivered by mail and will arrive between Christmas and the beginning of the New Year. If you do not receive a collection calendar, you may pick one up from your local municipal office or contact the Regional District of North Okanagan. The calendar is also available as a printer-friendly download.

RDNO-Gro, COMPOSTED & SCREENED YARD WASTE “YARD WASTE… REBORN”
The Regional District of North Okanagan (RDNO) is pleased to announce that while supplies last, RDNO-Gro, composted and screened yard and garden waste, is once again available to the public at the Greater Vernon Recycling and Disposal Facility (GVRDF) during GVRDF operating hours. Customers will be required to load the product for themselves, however for a limited time only, RDNO-Gro will be at no charge.

These technical reports prepared by CH2M Hill for the Regional District of North Okanagan and provided for public review have not been received by the Regional Board nor have any of the recommendations been adopted by the Regional Board. Comments can be sent to the RDNO by email to Nicole.kohnert@rdno.ca or by fax to 250-550-3701, or by mail to 9848 Aberdeen Road, Coldstream, BC V1B 2K9. Comments will be compiled and a summary report prepared for the Regional Board before adoption of any strategies contemplated in the reports. |
