Connections Planning Associates Ltd. is helping update Development Cost Charge (DCC) program and bylaws for three (3) parks service areas:
• Electoral Area ‘B’ and ‘C’ – currently no local Parks DCCs (service was established in 2000 after the dissolution of Greater Vernon Parks and Recreation Service, and historic Parks DCC Bylaw No. 2279, 2007 was repealed);
• Electoral Area ‘F’ – shared Fortune Parks DCC (2015) to be discharged once a new EA ‘F’ Parks DCC Bylaw has been created; and
• White Valley (Electoral Areas ‘D’ and ‘E’ and Village of Lumby) – existing White Valley DCC Bylaw (1996, amended in 2010) to be updated.
In addition, an Amenity Cost Charge (ACC) program and bylaw is presented for consideration for each of the three service areas.
The Regional District of North Okanagan (RDNO) held three stakeholder meetings to gather input and feedback on the policy directions, rationale, and proposed DCC and ACC rates.
