SSW's metering program requires water meters on all services. Please see the Small Utilities Rates and Regulations Bylaw No. 3016, 2024.

As Silver Star Water (SSW) is a regional water utility, it legally cannot run a deficit.  Each year's expenses, including operation, maintenance, construction and reserve contributions, must be covered directly from user fees during that year or be funded from reserves.  SSW is a true user pay service, and does not gain any revenue from property taxes.

In 2024, SSW installed new meter reading devices (ERTs) and replaced aging meters.  In the future, the water utility will need funds to replace meters as they reach end of life.  SSW has begun a multi-year asset management program to better manage the costs associated with maintenance, repair and replacement of infrastructure.  A new Water Meter Renewal Fee was created to equitably fund water meter replacement costs and ensure transparent accounting.  This fee is effective January 1st, 2025.
