The Regional District of North Okanagan (RDNO) adopted its 2026 Financial Plan at the Board of Directors meeting on March 18, 2026.
The property tax increase for regional services for the average property owner is 1.4%. The impact on an individual property will vary depending on the municipality or electoral area in which it is located and how its assessed value changed relative to the average assessment change in its community.
For 2026, the Regional District’s operating budget is $66.0 million, representing a 0.7% increase over 2025. The capital budget totals $119.1 million, an increase from $57 million in 2025, reflecting major community infrastructure projects that are now underway.
Notable projects in the 2026 capital plan include the following:
- Greater Vernon Cultural Centre with construction continuing through 2026 and 2027.
- Mission Hill Water Treatment Plant Filtration Project – currently in the detailed design stage with construction anticipated to start later in the year.
- Universal water metering for the Mabel Lake Water and Whitevale Water systems.
- Completion of the new transfer station at the Armstrong/Spallumcheen landfill and the first of two phases of the landfill closure.
- Purchase of the sewer system infrastructure at Silver Star.
- Replacement of 1.9 km of water line in the Greater Vernon Water system.
- Construction of 2.5 km of new trail extending the Grey Canal Trail through the Frind Winery development and the resurfacing of another 2.5 km of Grey Canal Trail to improve accessibility.
- In partnership with Splatsin te Secwépemc and Columbia Shuswap Regional District, construction of an additional 25.3 kms of the Shuswap North Okanagan Rail Trail, with trail to be complete from 0.5 km to 42.6 km later in the year.
As part of the annual budget process, staff presented proposed budgets for 72 regional services through the appropriate advisory committees for review and deliberations starting in October. The full consolidated budget was presented to the Committee of the Whole for deliberations on February 25. The 2026 Financial Plan is available at www.rdno.ca.
