Armstrong/Spallumcheen Landfill Closure Project Update
The Armstrong/Spallumcheen Landfill (ASL) is nearing capacity, and with the new residential transfer station reaching substantial completion in spring 2026, the Regional District of North Okanagan (RDNO) is moving forward with Phase 2A portion of the landfill closure project. Phase 2A focuses on the safe closure of the southern portion of the landfill site. Phase 2B is the final closure phase with timeline of construction to be addressed at a later date. The project’s general contractor, Nixon Earthworks Ltd., will install a thick clay cap over existing waste to help stabilize the site and reduce environmental impacts.
The work will also include:
- Excavation, relocation, and compaction of previously placed materials to expand customer material laydown areas at the transfer station..
- Installation of a passive landfill gas management system.
- Construction of a new access road.
- Improvements to surface water management infrastructure.
These efforts are designed to enhance site stability, minimize environmental impacts, and ensure the facility remains safe and well-managed into the future post closure. Construction is expected to continue throughout the summer of 2026.
Armstrong/Spallumcheen Transfer Station Operations
The Armstrong/Spallumcheen Transfer Station (ASTS) will remain open and continue to serve residents during Phase 2A construction, with minimal impacts expected to service levels. Residents planning to visit the facility are encouraged to plan accordingly, follow posted signage, and comply with staff directions.
If the ASTS is unable to accommodate specific waste management needs of individual customers, North Okanagan residents may use the Greater Vernon and Lumby Landfills.
