Hillside Neighbourhood Planning Process Background Information
The Village of Lumby is excited to discuss a New Vision for the western Hillside Neighbourhood. The Village is seeking feedback on the desired growth and development for this area to identify what housing options and densities the community would like to see.
The project will provide an exciting opportunity to create a neighbourhood plan that brings additional housing, community spaces/trails and connections to existing neighbourhoods.
The Regional District of North Okanagan (RDNO) Planning Department has been requested to lead the planning process for developing a long-range neighbourhood plan. The plan will help guide growth in alignment with the community’s vision. It will also address infrastructure capacity gaps and housing availability and affordability challenges.
Purpose:
The primary goal of the Hillside Neighbourhood Plan is to provide a clear and coordinated framework for accommodating housing growth in a way that respects the unique character, scale, and community values of the Village of Lumby. This includes identifying opportunities for increased residential density through development, encouraging alternative housing forms (such as row houses), and ensuring compatibility with existing neighbourhoods. The plan aims to provide opportunities for affordable and diverse housing formats supporting aging-in-place options and identify land use patterns that align with infrastructure capacity and environmental stewardship.
Planning Process Phases:
The following is a projected timeline for completing the 3 Phases of the Planning Process.
Phase 1: Background and Context - Complete
Summer/Fall 2025: During the first phase of the planning process, background information was collected, including slope and infrastructure analysis.
Phase 2: Visioning and Development - Current Phase
Fall/Winter 2025: Staff have proposed possible growth scenarios. Feedback on these scenarios is currently being sought from the public and other key stakeholders. Additional consultation on the preferred growth scenario will occur after the survey results are in.
Phase 3: Final Plan Development and Adoption - Future
Spring 2026: Staff will finalize the plan and supporting policy based on the consultation in Phase Two. The plan will then go through the legislated Bylaw Adoption Process, which may include bylaw amendments, referrals, and a Public Hearing.
